Add Restart button for each service in Services tile

I'd like each service in the Services tile to also have a Restart button in addition to the current Start / Stop buttons. Sometimes services take a while to stop or start and I'd like to be able to click one button and know that the service will restart after it stops, no matter how long it takes to stop.
