Send Automated Report on Event Start

Right now, you can trigger the sending of an automated report from Axiom when an event ends. But I'd like to be able to send one when it opens. The immediate use case is a when something happens (unit down, etc.) they want to be emailed an image of a trend so that they can quickly see what led up to it.
