Remove Hardcoded Limit on Scatter Plot TVQs

Right now, the Scatter Plot Control is limited to 10,000 TVQs. In Administrator Views\Configuration\Settings there is a configuration item for Max Return Tvq Count. Scatter Plot does not adhere to this; it is hard coded to 10,000. It would be nice if the arbitrary limit could be removed and have Scatter Plots refer to the configured limit. Let the admins decide how much their system can take.
