REST API Endpoints for Managing Axiom

Add REST API endpoints for managing Axiom applications and charts. This would allow us to programmatically create, edit, and copy dashboards across multiple sites instead of having to build/edit them manually through the UI each time.

This is especially useful if view names need to be changed in bulk or if ownership requires modification. We also have templates for displays we use. If they can be programmatically modified, it is ideal.
