This feature request is for access control and management for the annotations within Canary Axiom.

Currently, any and all users have the permission to create, update, and delete any annotation regardless of ownership. This clearly presents a concern for accidental deletion of annotations when they are used as a form of event logging.

At the bare minimum, the requested access control and management must be able to:
