Add Chart Annotations

Add functionality for annotations to Axiom Chart to show and store data points of interest for the future and for sharing.

The other option, at least for our use case, is to add some sort of vertical line indicator that can be added to charts with a URL parameter so as to dynamically show points of interest such as an alert datetime when an Axiom chart to diagnose that alert is loaded
