Axiom Panel Visible at certain times and blinking panel

I am making a dashboard and I am wanting to have a panel that is only visible at certain times of the day and then turns invisible outside that period of time. How would I go about doing this?

 

I also want a panel the blinks while a certain tag is true. How would I go about doing this?
