I would try restarting the admin from the Windows service starter and see if it comes back. If it doesn't there maybe a duplicate self signed certificate that needs moved or deleted.…

I have seen this happen when you create a new log session and forget to add the dataset prefix. If you type it in with the wrong caps, it will crash the historian (unless it is a new dataset).
